Campaign contributions should
only be allowed from citizens registered to vote in the
contested district. The validity of republican government
springs from the concept that the representative must act
in the interest of his or her constituents. But clearly
a person can only serve only one master, and obviously
the master is the one who pays. Allowing non constituents
to make campaign contributions introduces a new master.
But one can only serve one master. Who’s interests
should get placed first?
The compromise inherent in the act of legislating should occur at the legislature,
not in elections seeking representation. And such compromise should only be made
by persons truly representing the interests of constituents from the constituency.
Interests foreign to the constituency should have no part in selecting local
representatives. It is only when representatives with interests of constituents
clearly in mind meet in the legislatures that the general weal can be found.
Electioneering and legislating should be separated for representative government
to work
Implementation of this rule would include each campaign donor filling out a simple
donation return, to be filed with the contribution; stating:

Amount of contribution
I swear, under penalty of law my residency is my street
address, shown above, and the source of these funds is
not another person, partnership, or a corporation.

Such returns to be scanned and posted on line within 72
hours of receipt on each candidate, PAC or political party
website on a uniformly approved webpage entitled Campaign
Contributions for (name of corporation or candidate). We
seek to limit nation-wide resources from a political party
can be dumped on a small population, causing the attention
of representatives to wander. We seek to avoid situations
where politicos are forced to ignore the constituents wishes,
and at election time cater to wishes of non constituents.
This is not consensus building on an issue, rather this
is tantamount to stacking the jury that is to try a law
case.
